I think he got it through the company he worked for, kinda a one time deal. then again my memory doesn't serve me too well. there are tons of anno shops that can do this for you, though.

So I finally tried out the TIberius Arms Firststrike rounds in my Phantom. I took off the SC feed and was just dumping them into the breach one at a time.

Let me say that I just could not believe what I was seeing...straight as an arrow to the other side of the course (I was playing a 3 v 3). Tested them at the wodded field and they went out a good distance, much father than anything else I shot (flatline, apex) I think I'm gonna always have a tube of them on me, simply cause they're that freaking awesome.
